The 2025–2026 changes that matter for vendor selection

Third-party TIN sourcing (Jun 27, 2025; Fed parallel order Jul 31, 2025). Covered banks may obtain the full TIN from a reliable third-party source before account opening under written, risk-based procedures. The relief is optional, applies only to the TIN element, and the bank must still form a reasonable belief it knows the customer's true identity. For software this means: (a) a documented source for the TIN — SSA eCBSV, bureau data, or another reliable provider; (b) match logic and confidence recorded on the account; (c) an exception path when the source cannot supply or confirm it. Beneficial-ownership relief (Feb 13, 2026, FIN-2026-R001). For legal-entity customers, beneficial-owner identification may be limited to first account opening, trigger events and risk-based CDD — and specified events such as CD rollovers and no-underwriting loan renewals are excluded. What eCBSV and IRS TIN Matching actually are

  • SSA eCBSV confirms whether a name, SSN and DOB combination matches Social Security Administration records, with the SSN holder's written or electronic consent. It is a match/no-match signal — not a fraud score and not a CIP by itself.
  • IRS TIN Matching is built for authorized payers checking name/TIN pairs for information-return purposes. It is not a general-purpose consumer onboarding API, and vendors claiming "IRS-verified" for consumer CIP deserve a hard question.
  • Credit-header and identity-data matching (Experian, LexisNexis, Socure, Signzy's US data sources) is broader and faster but is not SSA confirmation. Under the 2025 order the reliability of the source is the bank's judgment to document.
